Norfolk’s Bureau of Cemeteries oversees more than 182,000 graves spanning eight historic municipal sites, including Elmwood Cemetery. City ordinance requires municipal crews to mow and trim every two weeks, leaving little time for detailed preservation work beyond basic groundskeeping. To fill the gap, the city relies on a public-private partnership with the nonprofit Norfolk Society for Cemetery Conservation, which organizes volunteers to clean headstones, remove ivy and repair deteriorating monuments. |

Despite pushback from the local teachers' union, the Chesapeake School Board voted overwhelmingly in favor of Virginia participating in the Federal Tax Scholarship Program. Established under the federal One Big Beautiful Bill Act, the policy allows individuals to receive a dollar-for-dollar federal tax credit of up to $1,700 annually for donations to nonprofit Scholarship Granting Organizations. Opponents, including the Chesapeake Education Association, argue the program diverts resources from public education, while proponents view it as an opportunity to expand educational choices. |

Developers withdrew their rezoning application for the Bluffs at Kiskiack, a proposed James City County development that included more than 700 homes, commercial space and an open-air museum featuring 42 presidential busts. The withdrawal came ahead of a scheduled Board of Supervisors meeting after officials signaled they would not approve an additional deferral request from the developers. The project faced strong opposition from rural Croaker residents, who raised concerns about traffic, changes to the community character and the success of a president busts museum. |
